Council called to order by Mayor Amy Joseph, Tuesday, January 5, 2021

2021 – Council committees  — will stay the same.   Very pleased with council this past year !

Nominations for 2021 – Council President –  Nomination for Chris Heitkamp

Motion Young.  Second Pontsler to approve Chris Heitkamp as the 2021 Council President.  Now called for the question.   Young = y, Pontsler = y,  Now = y, Yoder = y, Stephenson = y, Heitkamp = y,    Passed 6 yes.

Community Announcements and events:

Tuesday – January 12th – Brush pick up

Directors meeting – 8:30 am

Saturday – January 16  – Parkway Recycle

Wednesdays —– Drive-Thru Dinners

            Rockford United Methodist Church 4:30 – 6:30 pm

Tuesdays – Second Tuesday of Each Month – Dine at Motor Inn and 10% of your bill will be donated to the Parkway Music Boosters.

Lions club meetings will be held via Zoom through January.

Dog Tags available for purchase at the Village office until January 29th.

Cancer Association of Mercer County –   The CAMC has helped residents here in Rockford who have suffered from Cancer.   They are in the planning stages for Hopefest.     More information coming for ways you can support their Staycation/Vacation Raffle — donating items and/or purchasing tickets.      Rockford contact – Marge Gehle.

Village Administrator’s Report – Aaron Temple

Project materials for the subdivision have arrived – lights and mail box.   We hope to begin working on the installation yet this week. 

Miami Valley has reported fixing 11 lights in the village.  If you still have problems please call us with the MVL number located on the pole so we can turn it in to be repaired.

Bruns will begin working on the new restroom upgrades.   Will start with the village offices and then Shanes Hall, park, then Community building.

WWTP — have installed the aerators  – hopefully we will be ahead of the game come spring.

Repeating — we need the income surveys returned ASAP !

Committee Reports

Finance Committee –  Shane Young  

Motion Heitkamp – to pay bills as submitted  – $  13,430.25  — this is the last of the 2020 bills.   Second Pontsler.   Yoder called for the question.   Heitkamp = y , Pontsler = y, Yoder = y, Young = y, Stephenson = y, Now = y.  Passed 6 yes.

Motion Now to approve the monthly financial reports.  Second Stephenson.  Pontsler called for the question.   Now = y, Stephenson = y, Pontsler = y, Yoder = y, Young = y, Heitkamp = y.  Passed 6 yes.

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report, Bank reconciliation and comparison report for the water, sewer, and income tax.

Motion Yoder to approve 2021 purchase orders and 1st  Q blanket certificates.  Second Heitkamp.  Stephenson called for the question.   Yoder =  y, Heitkamp = y, Stephenson = y, Young = y, Pontsler = y, Now = y .  Passed 6 yes.

Open bids for used police equipment –   Bid #1  – $ 1805.00

                                                                 Bid #2 – $  1750.00

Service Committee:   Greg Pontsler  –   nothing to report

Safety Committee:     Chris Heitkamp –  (Mr. President) –  nothing to report.

Economic Development Committee:  Brad Now –

Shanes Crossing Subdivision – Lots for sale – 20% discount/ build through – December 2021.       

WRKD updates  –   will approve the Board of Directors at the next meeting and any changes needed to the by-laws. 

Public Utilities Committee:   Luke Stephenson –

Old Business:

We can take a different approach by hiring a representative through Access Engineering to go door to door to collect the needed – at least 120 – surveys.
