                        RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph, Tuesday, June 16, 2020,

at 7:30 pm.

Invocation –   The Lord’s Prayer

Those present:  Young, Means, Pontsler, Now, Heitkamp

Motion Young.  Second Pontsler to accept the agenda as orders of the day.              called for the question.    Heitkamp called for the question.  Young = y, Pontsler = y, Heitkamp = y, Means = y, Now = y.  Passed 5 yes.

Motion Heitkamp. Second Now to accept the minutes from the June 2, 2020 council meeting as presented.  Young called for the question.

Regarding radio show – there was made mention that being outside during mosquito spraying is safe?   Yes – MSDS sheets available if want to review.

Sunday  – June 28th –    Local Garden Enthusiast –

     Social Distancing Activity !

The Rockford Bicentennial Committee has decided to move forward with the June 28th Garden Walk from 3PM to 6:00PM. There will be several local gardens featured as well as the Rockford Community Building in Shanes Park and the Rockford Bicentennial Mural landscaping at the Rockford Fire Station. Addresses and descriptions of participating gardens will be available at Brand It Marketing, 4583 state Route 117, Rockford the day of the event.

Brand It Marketing is the sponsor and will be giving away mini garden rakes to the first 100 participants. All free-will donations will be used for future Rockford Bicentennial activities. Tuesday – July 14  – Brush pick up

Wednesday – July 15th   — This year’s tax deadline –

 extended from April 15th

Sunday – July 19 – Gun/purse Bingo   — rescheduled at the Community Building

Village Administrator’s Report – Aaron Temple

Computer at WTP – costly but worth it.   Working good and has solved the problems.

Will begin working on concrete at the park for the new playground area.

Also at the park – some sidewalk issues will be grinded down –

Summer help will begin painting curbs.

Mosquito spraying will begin and will be done 2 twice a week  – more if needed.

South water tower issues fixed.   May look at installing some motion lights.

Committee Reports

Finance Committee –  Shane Young  

Budget hearing – held on June 16th before council meeting at 7:15 pm .  The 2021 was approved by council.  2 copies will be sent to the county auditor.

Motion Pontsler.  Second Means to pay bills as presented $ 120,304.88

Now called for the question.   Pontsler = y, Means = y, Now = y, Young = y, Heitkamp =y,  Passed 5 yes.

Motion Heitkamp.   Second Means to accept the Mayors Court pay in of $91.  Pontsler called for the question.  Heitkamp = y, Means = y, Pontsler = N, Young = y, Now = y.  Passed 4 yes.

Safety Committee:     Chris Heitkamp –

Opened bids for 2005 Ford Crown Vic –  * Village reserves the right to decline bids if minimum bid is not met.    

Motion Heitkampapproval to sell car to Larry Fuson for $ 1151.00

To be paid in cash or certified check by June 23rd – 2020.  Second Young.  Pontsler called for the question.   Heitkamp = y, Young = y, Pontsler = y, Means = N, Now = y.  Passed 4 yes.

Hydrant Flushing this spring — Village needs to handle.  Will be setting up some dates and get information posted.

8 letters have been mailed regarding property maintenance.  We will begin on Thursday the process of getting some of the properties in shape.

Economic Development Committee:  Brad Now

Shanes Crossing Subdivision – Lots for sale – 20% discount/ build through – December 2021.    Haven’t not received any updates on the subdivision lately.

Checked on a couple of businesses since reopening –  Kidz Treehouse was closed for a couple of months.  They are moving forward with starting an online store and will be working on a new web site.  Other locations seem to be coming back and doing ok.

Second Crossing – thanks to the Village for the sidewalk project.   The area is now level.

Dr. Means reported that effective immediately he is resigning from council.  He will talk in private if there are questions. 

Mayor Joseph –   Thank you for your service to the community and for help in getting the radio show started.   

Working on idea — Power of suggestion — needing some signage to advertise what’s available in Rockford before people are actually just passing through.
