                        RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, June 2, 2015 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long.

 

Pledge of Allegiance

 

Those present:  Gehle, Rutledge, Fox, Pontsler, Dooley, Heitkamp

Also attending:  Jeff Long, Srgt. Stetler, Kathy Thompson of the Daily Standard

 

Motion Pontsler.  Second Dooley to accept the agenda as orders of the day. Fox called for the question.  Pontsler = y, Dooley = y, Fox = y, Gehle = y, Rutledge = y, Heitkamp = y.  Passed 6 yes.

 

Motion: Fox.    Second Gehle to accept the minutes from the

May 19, 2015 council meetings as presented.  Dooley called for the question.  Fox = y, Gehle = y, Dooley = y, Rutledge = y, Pontsler = y, Heitkamp = y.    Passed 6 yes.

June 12th – Principles in Leadership Seminar – 6 pm – Rockford Community Building.  FREE and open to the public.    * Speakers are servants that enjoy sharing information and making the world a better place.

 

June 19-21 – Rockford Community Days –  concert events:   Thom Mckee, Shelby County Line, Nut Flush, & Kill the Rabbit other events include:

21st Annual Cruise in Car Show, Fox Family Ride, Chamber FUN Challenge, Quarter Auction, fireworks and parade !

July 16 – “Starting Right” workshop ~~  Wright State Lake Campus partnering with Van Wert Economic Development for a seminar designed to help entrepreneurs begin their journey to open a business in Ohio. Will be held at the Rockford Community Building at 6 pm.  If you are beginning a business or just thinking about it, this workshop will have information you need.

 

 

 

 

Village Administrator’s Report – Jeff Long

 

Park improvements continue.  This week working on trenching and setting light poles.  We will be putting up LED lights – new wiring.    Thank you to Village of Mendon for helping us set poles.

 

Working on cost estimates for a new Shane Hall.

 

We will be replacing some aerators at the sewer plant on Thursday that were damaged in storm.  We have replaced 2 and need to work on 2 more.

 

Columbia Street survey complete and into county.  We will find out later in the summer regarding funding.

 

Rutledge – Columbia St. to subdivision – save on costs?  Recently we have received a 30’ strip of land.  This is something to consider.

 

Rutledge – Street lights ?  When there are problems, please report information to village and then we report to DP & L.

 

Rutledge – Franklin St. entend to Buckeye – Subdivsion?   We have a right away but the owners have not expressed interest in a subdivision in that area.

 

Pontsler – New lights behind D & L Classic.

 

 

Committee Reports

 

Finance Committee –  Gary Fox

 

Motion Dooley  Second Rutledge  to pay the bills in the amount of $122,235.14  Gehle called for the question.  Dooley = y, Rutledge = y, Gehle = y, Fox = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Budget information to council via email.  Please review.

 

2016 Budget hearing will be scheduled for July 7th at 7:15 pm with the annual budget to the county auditor by July 15th.

 

 

Service Committee:   Greg Pontsler

 

Sidewalk on West Street to Dollar General – done and looks nice.

 

 

 

Safety Committee:     Chris Heitkamp

 

Will be having a meeting with Paul regarding Mutual Aid Agreement.

 

 

Economic Development Committee:  Rob Rutledge

 

Public Utilities Committee:   Steve Gehle

 

ORDINANCE 06-15

AN ORDINANCE LEVYING ASSESSMENTS FOR DELINQUENT WATER BILLS, AND DECLARING AN EFFECTIVE DATE.

 

1st reading – 06/02/15

 

Rules Committee:      John Dooley

 

* Mayor / 2 Council seats to be on the ballot in November.  The deadline for

information to be turned in to the Board of Elections is August 5th.

 

To comment on our Leadership seminars – this is going along with RADC goals as a plan of action to raise up future leaders in Rockford and the surrounding community.  If you know of young leaders, please get them to attend.  All elected leaders should be in attendance also.

Rutledge ?  Rules about smoking near the  Splash Pad?    We are asking people to be courteous and not smoke at the park.  Throwing cigarettes on the ground is considered littering and officers can issue tickets.  John will be doing some research on this issue.  We may need some signage. There are State laws to consider.

 

Jeff will be writing up an agreement regarding the lot near the Fire Department for allowing them sole usage of property.

 

Weed/rubbish update – have served 2 notices so far.  Several buildings need looked at regarding maintenance and safety.
