Council called to order by Mayor Amy Joseph on

Tuesday, March 21, 2017 at 7:30 pm at the Rockford Village Hall.

 

Invocation by Village Administrator – Jeff Long

 

Pledge of Allegiance

 

Those present: Gehle, Rutledge, Fox, Pontsler ,

Heitkamp = absent.

 

 

 

Also attending: Roger and Nancy Harlamer,  Srgt Stetler,  Brad Now and Tom Stankard of the Daily Standard

 

Motion Fox. Second Gehle to accept the agenda as orders of the day.  Pontsler called for the question.  Fox = y, Gehle = y, Pontsler = y, Rutledge = y.  Passed 4 yes.

 

Motion Gehle. Second Pontsler to accept the minutes from the

March 7, 2017 council meetings as presented. Fox called for the question. Gehle = y, Pontsler = y, Fox = y, Rutledge = y.  Passed 4 yes.

Mayor Joseph gave the Oath of office to Brad Now.

Mayor noted receipt and review of Mayors Court pay in,

bank reconciliation, and bank statement .

Community Announcements and events:

 

The Agape’ Mobile Food Pantry -will be in Rockford the 1st and 3rd Tuesday afternoons in the parking lot beside the Rockford Fire Department – 12:30 –

3 pm.

 

Lions Club Variety Show – March 24 & 25th – 7 pm – Parkway Auditorium

 

Shanes Park Easter Egg Hunt – April 15th at 1 pm

 

 

 

Village Administrator’s Report – Jeff Long

 

Main St. water main break – took longer to fix as there were other lines that needed attention since we had the area open. Order the correct parts and now working on getting the area patched.

 

Next phase of the Shanes Crossing subdivision will be to stake out the lots.

 

 

 

Committee Reports

 

 

Finance Committee – Steve Gehle

 

Motion Fox to pay bills as submitted in the amount of $19,770.21 Second Gehle.  Pontsler called for the question.  Fox = y, Gehle = y, Pontsler = y, Rutledge = N.

Passed 3 yes.

 

 

Motion Fox to accept the Mayors Court pay in of $745. Second Pontsler.  Gehle called for the question.  Fox = y, Rutledge = y, Pontsler = y, Gehle = y, Now = y. Passed 5 yes.

ORDINANCE 01-17

AN ORDINANCE PROVIDING FOR THE ISSUANCE OF $200,000 OF BONDS BY THE VILLAGE OF ROCKFORD, OHIO FOR THE PURPOSE OF PAYING THE COST OF CONSTRUCTING PUBLIC INFRASTRUCTURE IMPROVEMENTS IN THE VILLAGE AND DECLARING AN EMERGENCY.

Important Changes to 2016 Village Income Tax

 

  1. All residents – 18 years and older MUST file a local income tax return. All municipalities are “Mandatory Filing”, even if you don’t work !!  (Retired taxpayers that have no Earned income and have registered with the tax office as being retired – need not file a return)

 

  1. All individual and business returns are due by April 15th. Business returns with a F/Y ending date are due the 15th of the further month following the year end date.

 

  1. ALL RETURNS MUST BE SIGNED.

 

  1. A $25.00 per month late fee, up to 6 months or $150 will be added to any late filed returns – even if no tax is due.

 

  1. Late returns with balances due will be charged 15% penalty plus interest until balance is paid in full. Late fee must be charged per House Bill 5.

 

  1. *** Page 1 of your Federal 1040  MUST be attached along with all W-2’s and 1099’s. 

 

Councilman Gehle requests that Page 2 of the Village income tax form be added to the web site.

 

 

Service Committee:   Greg Pontsler

 

The Park Board is working on some acoustic panels for the Community Building. They will also be looking into resurfacing the parking lot.

 

Jeff stated that we appreciate the Park Board as they are a self- supporting entity as no tax payer dollars are spent towards the Community Building.

 

 

Safety Committee:     Chris Heitkamp –absent

 

 

Economic Development Committee: Rob Rutledge  – nothing

 

Public Utilities Committee:   Wilbur Fox

 

Motion Ponstler. Second Fox to go into Executive Session to discuss properties at 7:56.  Gehle called for the question.  Pontsler = y, Fox = y, Gehle = y, Rutledge = y, Now = y.  Passed 5 yes.

 

Motion Gehle to come out of Executive Session at 8:12 with no action taken. Second Fox.  Now called for the question.  Gehle = y, Fox = y, Now = y, Rutledge = y,  Pontsler = y.  Passed 5 yes.

New Business

 

Anthem renewal came in at increase of 7.7%. This will be from May 1st, 2017 to April 30th, 2018.  1 Year renewal.  We did budget for 10% so we are good with finances.
