RECORD OF PROCEEDINGS:

Council called to order by Mayor Amy Joseph on
Tuesday, May 7, 2013 at 7:30 pm at the Rockford Village Hall.

Invocation was given.

Pledge of Allegiance

Those present: Gehle, Steiner, Blossom, Searight, Heitkamp.
Pontsler – absent

Also attending:  Sergeant Stetler, Jeff Long, Eric Adams – The Daily Standard

Motion  Steiner   Second Gehle to accept the agenda as orders of the day.
Searight called for the question.  Steiner = y, Gehle = y, Searight = y, Blossom = y, Heitkamp = y.  Passed 5 yes.

April 16, 2013  council meetings as presented.  Gehle called for the question.

Mayor’s Report and Correspondence:

Village Administrator’s Report – Jeff Long

A meeting with the engineers to review progress on the waste water treatment plant was held.  We are on schedule.

Paving of Pearl St. is scheduled for the end of May.  We need to clean the street but other than that we are ready.

Doing a lot of spring work – mowing, planting grass.

Paul received reports of 38 properties in violation of different ordinances.  Jeff has created the report, Paul will send the paperwork warning or citing.  Any questions should be directed to Jeff.  We are using the Exterior Maintenance Ordinance .    With enforcement there may incur some expenses, but that is the only way we are going to get a good handle on the village clean up.

 

 

 

Committee Reports:

Finance Committee – Ron Searight

Motion Steiner to pay the bills in the amount of $30,248.42  –  Second Blossom.
Bills included some for the sewer system upgrade and normal operating expenses, and electricity. Heitkamp called for the question.  Steiner = y, Blossom = y, Heitkamp = y, Gehle = y, Searight = y.  Passed 5 yes.

Motion to approve the application of a Village of Rockford credit card.  The card would be obtained from Peoples Bank.  The card will be in the name of Lisa Kuhn with a $5,000 limit.  There are times such as the Village web service that needs to be paid and they only accept credit cards.  There may be times that we need to purchase equipment via online.

Motion Searight, Second Blossom.  Gehle called for the question.  Searight = y, Blossom = yes, Gehle = y, Steiner = y, Heitkamp = y.  Passed 5 yes.

We will need a credit card policy.  All credit card purchases will need an itemized statement along with bills as we currently approve bills.

RESOLUTION 04-13
A RESOLUTION AUTHORIZING THE VILLAGE OF ROCKFORD TO PICK UP THE STATUTORIALY REQUIRED CONTRIBUTION TO THE POLICE AND FIREMEN’S DISABILITY AND PENSION FUND OF THE STATE OF OHIO, AND DECLARING AN EFFECTIVE DATE.

Basically states that we are to increase the member contribution for Police and Fire from 10% to 10.75% beginning in July.

Motion:  Gehle, Second Steiner.  Searight called for the question.  Gehle = y, Steiner = y, Searight = y, Blossom = y, Heitkamp = y.  Passed 5 yes.

The 2014 Annual Budget needs to be at the Mercer County Auditor by July 19th.  We will schedule a Public Hearing July 16th at 7 pm before the council meeting.
This will need published in the Photo Star.

Finance Meeting scheduled for April 24th at 7 pm was postponed.  We need to reschedule.  Jeff, Lisa and Paul need to set a date when all are available and report date to Ron.  We will be reviewing the financial reports.

 

 

Service Committee:            Greg Pontsler – absent

Motion  Searight to approve the 2013 Ambulance Service Contract. Second Gehle.  Heitkamp called for the question.  Searight = y, Gehle = y, Heitkamp = y, Steiner = y. Blossom = y.  Passed 5 yes.

Safety Committee:            Chris Heitkamp

South Main Street clean up?  This needs cleaned up by May 14th as the county will be having an audit and there will be an inspection.
Jeff will get the village crew to finish cleaning up area.  Jeff will have a meeting with  Rob Belna to come up with some ideas that will benefit both Fire Department and Village financially.

There has been a wire hanging low near Colonial Nursing Center for sometime.  This needs checked out and fixed.

 

Economic Development Committee:   Eugene Steiner

The gas station will be re-opened on a regular bases in the next 2 -3 weeks.  They are waiting on some licenses and paperwork.

The next RADC Meeting will be at the end of May.  Jeff to check on date and report to the council.

There will be an Economic Committee meeting on May 21st at 7 pm before the council meeting.

We have a new business in town.  The Grand Opening and Ribbon Cutting for The Healing Hand and Gifts took place on May 4th.  Owner is Jane Cozad.
Very nice.  Stop in for a visit.

 

Public Utilities Committee:            Steve Gehle

 

Rules Committee:            Peggy Blossom

Apology to Jeff and Council, things have been busy and the letter regarding clean up was started but not completed.  The letter will be completed this week.

The Ordinance book has been updated and will be returned to the office this week.

The council seats of Steve Gehle, Gene Steiner, Ron Searight, and Chris Heitkamp will be on the ballot in November.  Any council member or residents interested in serving on council will need to have all paperwork to the Board of Elections by August 7th at 4 pm.
