Council called to order by Mayor Amy Joseph on

Tuesday, November 1, 2016 at 7:30 pm at the Rockford Village Hall.

 

Invocation by Village Administrator – Jeff Long

Motion Rutledge, Second Gehle to accept the agenda as orders of the day.  Dooley called for the question. Rutledge = y,  Gehle = y, Dooley = y, Fox = y,

Motion Gehle. Second Heitkamp to accept the minutes from the

Christmas at the Park decorating – Nov 5th & 12th   need community involvement ~!  10 am – noon.

 

Lions Club Fish Fry – November 4th – Rockford Community Building

Proceed to Parkway 8th grade DC trip

 

Spaghetti Dinner and Parkway Marching Band Concert – November 6th –

Dinner from 11:30 – 1:30 – Band Concert at 2 pm.

 

Small Business Saturday – November 26th

 

Christmas at the Park – November 27th – 7 pm. – Join us as the Community  kick’s off the Christmas holiday season, sing some Christmas carols, and light the night @ Shanes Park.

 

 

 

 

Village Administrator’s Report – Jeff Long

 

Mobilitie has contacted the Village again wondering what are thoughts of council. At this time, Council will contact them if and when we are ready to move forward.   Basically — leary of the whole thing after doing some research.

 

Other projects are progressing:

 

November 10th – Bids will be opened for Columbia St.

 

March Bids – for the Wastewater treatment plant

 

Plans are about done for the sub division. McDonough is moving forward with his part of the project.

Motion Fox to approve the monthly financial reports

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report and Bank reconciliation. Second Dooley.  Heitkamp called for the question.  Fox = y, Dooley = y, Heitkamp = y, Gehle =  y, Rutledge = y, Pontsler = y.  Passed 6 yes.

Ordinance 03-16

AN ORDINANCE TO MAKE APPROPRIATIONS FOR THE CURRENT

EXPENSES AND OTHER EXPENDITURES OF THE VILLAGE OF

ROCKFORD, STATE OF OHIO, DURING FISCAL YEAR ENDING

DECEMBER 31, 2017

 

1st reading – 11/01/16

 

Finance meeting was held on October 27th at 7 pm. We reviewed the list of agreed upon items that needed updated.  Retirement benefits pay so that it’s in the budget when needed, sub contract labor for the park next summer, already approved the 3% increase for full time employees, Police budget to include $600 for the radios, audit fees, and some added for health care just in case.

 

 

Service Committee:   Greg Pontsler

 

Motion Fox to approve the 2017 Rockford Tree Commission.

Steve Gehle – President, Bob Ransbottom – Vice President, Karen Long – Secretary – Treasurer. Second Rutledge.  Dooley called for the question.  Fox = y, Rutledge = y, Dooley = y, Gehle = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

Motion Dooley to approve the members of the Tree Commission – Tom Williams, Bob Bollenbacher, and Ed Long. Second Fox.  Gehle called for the question.  Dooley = y, Fox = y, Gehle = y, Rutledge = y, Pontsler = y, Heitkamp = y.  Passed 6 yes.

 

 

 

Safety Committee:     Chris Heitkamp

 

Requested update on sign project – The road name signs need to be ordered. Going around town again just to make sure we have them all so as not to have to order again and pay extra shipping costs.

 

Village may have some time this week yet to trim some of the branches blocking several signs. Gehle mentioned that he might be able to get a group around over the weekend.

 

Lots for Soldiers – speed signage needs to be moved.

 

 

Economic Development Committee: Rob Rutledge  – nothing

 

Public Utilities Committee:   Wilbur Fox

 

We will be starting leaf pick up.
