Meeting Minutes: August 5, 2014
RECORD OF PROCEEDINGS:
Council called to order by Mayor Amy Joseph on
Tuesday, August 5th, 2014 at 7:30 pm at the Rockford Village Hall.
Invocation was given by Gene Steiner.
Pledge of Allegiance
Those present: Gehle, Steiner, Fox, Pontsler, Dooley, Heitkamp
Also attending: Jeff Long, Kathy Thompson from the Daily Standard,
Sheriff Grey and Mark Heindel – from Sheriff’s Department and Srgt Stetler.
Motion Steiner. Second Fox to accept the agenda as orders of the day. Heitkamp called for the question. Steiner = y, Fox = y, Heitkamp = y, Gehle = y, Pontlser = y, Dooley = yes. Passed 6 yes.
Motion: Pontsler. Second Gehle to accept the minutes from the
July 15, 2014 council meetings as presented. Fox called for the question.

Visitors to Address Council:
Mark Heindel of the Sherriff’s Department presented the Mercer County jail inmate work program. They have several inmates that are eligible to work. A Deputy would go along to the work site. Workers would need to be together in one area. Sheriff’s office needs some lead time for project to get everything lined up on their end. In the past, the inmates have worked at the fairgrounds. The inmates are screened and can do various jobs. Painting and smaller jobs.
Mayor’s Report and Correspondence:
* Summer Lunch in the Park program on Wednesdays from 11 – noon at Shanes Park.
Village Administrator’s Report – Jeff Long
Recent water tests have shown a small bacteria level being reported as positive. We have since corrected the problem and samples are now negative for bacteria.
Stop sign at Franklin and Walnut has been run over in the past week. We are now suggesting this become a 4 way stop. Motion Dooley, Second Steiner. Dooley = y, Steiner = y, Gehle = y, Fox = y, Pontsler = y, Heitkamp = y. Passed 6 yes.
Committee Reports
Finance Committee – Chris Heitkamp
Motion Fox to pay the bills in the amount of $13,570.43 . Second Gehle.. Pontlser called for the question. Fox = y, Gehle = y, Pontsler = y, Steiner = y, Dooley = y, Heitkamp = y. Passed 6 yes.
Service Committee: Greg Pontsler
Last 2 weekends the Chick Stewart Tournaments was held at Shanes Park. Many good comments about the park.
Safety Committee: Gary Fox
Will continue to work towards some safety training.
Economic Development Committee: Gene Steiner
Economic Development Committee meeting was held before the council meeting. Jeff working on some items to report to the committee. Jeff is also working on a project for the RADC.
Public Utilities Committee: Steve Gehle
Motion Steiner. Second Pontsler to accept the Morton Salt bid of $101.83 per ton. This is $1 more per ton than last year. Fox called for the question.

Rules Committee: John Dooley
Old Business
Question brought up about water / sewer rates with the sewer plant upgrade. If all goes according to plan – there will be no increase in rates.
