Meeting Minutes: February 1, 2022

Council called to order by Mayor Amy Joseph, Tuesday, February 1, 2022

at 7:30 pm.

Mayor’s Report and Correspondence: 

With the upcoming winter storm — please watch for Facebook updates and Parkway text alerts concerning emergency information.     If the electricity would happen to go off for an extended period of time – we will open up the Community Building for a warming center. 

Community Announcements and events:

Monday – February 21 – Office closed for President’s Day

St. Teresa Family Fun Night — check date for next meeting.

Village Administrator’s Report – Aaron Temple  –

Water plant – transducer to water plants froze up for some reason which caused the low pressure.     We received the call at 4:30 am from Fremont that there was low water pressure problem.  Once the transducer was unfrozen we were back up and running – took the day and most of the night to get the tower pressures to get caught up.   We are going through all the processes to make sure everything is running correctly and that we don’t have this problem again.  

The pond at the Shanes park looks like it could start early spring. 

Winter storm approaching –  Please help out the street crew – DO NOT park on the streets during the storm.   This only causes the plowing to take longer than necessary.  If a “Snow Emergency” is put in effect your vehicle could be towed.  We need to make priority the main streets and first responder streets in case of emergencies.    Alleys will be done last.   

Councilman Now mentioned there is a web site you can go to –  OHGO.com – this is an ODOT web site to check road conditions.  

Committee Reports

Motion Stephenson to pay the bills as presented – $6,523.85. Second Heitkamp. Now called for the question.   Stephenson = y, Heitkamp = y, Now = y, Beougher = y,  Passed 4 yes.

Motion Stephenson to approve the monthly financial reports.  Second Heitkamp.  Beougher called for the question.   Stephenson = y, Heitkamp = y, Beougher =  y,  Now = y.  Passed 4 yes.

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report, Bank reconciliation and comparison report for the water, sewer, and income tax.

Held a finance meeting on January 20th @ 1 pm –

Discussed the Rockford Chamber gift certificates for Full time and part time employees – Christmas gift.    Committee recommends changing to $75 full time and $45 for part time – Rockford Chamber gift certificates.

Motion –Stephenson.  Second Beougher.  Heitkamp called for the question.   Stephenson = y, Beougher = y , Heitkamp = y. Now = y.  Passed 4 yes.

Committee recommends allowing a catered meal at Christmas for the full time employees not to exceed $150.

Discussed the parking issues and the sample ordinance that was presented.

Ordinance 03-22 will have a 1st reading at the next meeting.  Judy will prepare the cover page with effective date.   We will post the ordinance in full once all the information is updated.    Uncontrolled parking of vehicles contributes to the declining appearance of neighborhoods and is therefore considered a public nuisance.     Vehicles not in compliance must be moved within 12 hours.  — Each violation will have a fine of $100 with no limit to the number of violations on a property.   Will be in effect 30 days after the passage of the Ordinance.

Shanes Crossing Subdivision – 6 Lots left for sale – contact Tammy Cheek with Homes at Ohio’s Edge Realty.     Another lot was sold last week and looks like building will begin this Spring.   

Business Park updates –   Judy working on Ordinance for the Annexation of 155.72 acres into the Village of Rockford.

WRKD updates –   

Motion Heitkamp to approve the 2022 – WRKD Board of Directors.  Second Stephenson.  Beougher called for the question.   Heitkamp = y, Stephenson = y, Beougher = y, Now = y.  Passed 4 yes.   (Same as last year)    Thank you !

ORDINANCE 02-22

AN ORDINANCE TRADING LAND OWNED BY THE VILLAGE OF ROCKFORD WITH LAND OWNED BY THE TRUSTEES OF DUBLIN TOWNSHIP; AND DECLARING AN EFFECTIVE DATE.

1st reading – 02/01/2022

This will allow the village to constuct a street from Subdivision Phase 2 to tie into Holly Lane to Route 33 access. 

Public Utilities Committee:   Luke Stephenson –   

DORA updates  – will be having some discussions with the Main Street Committee and will be checking in with Main Street businesses to make sure they want to be involved. 

Utility Easements –have received signatures needed –Judy to review – if all good then to recorders office.

To hire So Peachy Clean to clean the village office.   Sweep/ Mop and clean restrooms on a bi-weekly basis.   They will provide all supplies and equipment needed.
