Council called to order by Mayor Amy Joseph on

Tuesday, February 2, 2016 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Jeff Long

Motion Rutledge, Second Gehle to accept the agenda as orders of the day.  Pontsler called for the question.  Rutledge = y, Gehle = y, Pontsler = y, Dooley = y.  Passed 4 yes.

January 19, 2016 council meetings as presented. Gehle called for the question. Dooley = y, Pontsler = y, Gehle = y, Rutledge = y.  Passed 4 yes.

Receipt and review of Mayors Court – December bank reconciliation and bank statement.  (Was at last meeting but wasn’t in minutes)

February 6th – The Northmen & Cathy at The Rockford Belle.

Doors open at 6 pm. Cost $10

 

March 5th – Wine Tasting – Rockford Community Building.  Doors open at 6:30pm.  Presale tickets $20 – available at the Village Office and Barrys Family Market

 

March 12th – St. Teresa Parish – Family Fun Night – Open to the public

Village Administrator’s Report – Jeff Long

 

Park building coming along – very nice !

 

Columbia Street decisions regarding street size, sidewalks etc. coming along.

 

WWTP – have not received install permit not because of anything wrong but because of paperwork backlog.

 

Subdivision – we are looking at developing 12 lots.

Finance Committee – Steve Gehle

 

Motion Dooley. Second Pontsler:  to approve bills submitted in the amount of $42,212.52.  Rutledge called for the question.  Dooley =  y, Pontsler = y, Rutledge = y, Gehle = y.  Passed 4 yes.

 

Motion Pontsler to approve the January monthly financial reports – bank reconciliation, Cash Summary by Fund, Appropriation status, Revenue status, Budget vs Actual activity report. Rutledge second.  Dooley called for the question.  Pontsler = y, Rutledge = y, Dooley = y, Gehle = y.  Passed 4 yes.

 

Motion Rutledge to approve January and February transfers. Second Dooley.  Pontsler called for the question.  Rutledge = y, Dooley = y , Pontsler = y, Gehle = y .  Passed 4 yes.

Need Confidential Statements to be signed and returned to Lisa for personnel files

 

Need Council Code of Conduct signed and returned to Lisa.

 

Held meeting on 01/26/16 regarding setting up credit/debit card processing, pre printed signatures on checks for Lisa and for the financial committee for purchase orders. With purchase orders would like a summary sheet for signatures that states they have been reviewed.  Also discussed truck bid from Jefferson Township.

 

Contract information for GovPayNet payment processing for credit/debit cards sent to email. Please review for consideration at the next council meeting.

 

Motion Dooley to approve Lisa Kuhn to add signature to the UAN system to have signature pre printed on checks and purchase orders. Second Gehle.  Pontsler called for the question.  Dooley = y, Gehle = y, Pontsler = y.  Rutledge = y.  Passed 4 yes.

Motion Rutledge to approve the 2016 Rockford Rec Officers. Second Dooley.  Gehle called for the question.  Rutledge = y, Dooley = y, Gehle = y,  Pontsler = y.  Passed 4 yes.

 

Held service meeting 01/26/16. Meeting lasted 2+hours. Discussed Columbia Street project, new subdivision, and the need for the zoning board to meet and get rules and regulations set up. Cracks in the streets will be sealed in the spring.

 

More discussion with council about Columbia street. The need to make adjustments on the road size and the sidewalk size.   This will also save home owners about 20% on the cost of sidewalks.

 

Motion Dooley. Second Gehle to enter in to an Engineering Contract with Access Engineering of Celina.  Pontsler called the question.  Dooley = y, Gehle = y, Pontsler = y, Rutledge = n.  Passed 3 yes.

 

Columbia street residents will receive cost estimates for sidewalks.

 

Much discussion on the pros and cons of taking Columbia Street through to the

Sub division.

 

Main to Franklin Street will be an overlay with new sidewalks and curbs. The street will have a somewhat lower elevation of 6”.

 

There will be a public meeting with all committees regarding Columbia Street on

February 9th at 6 pm.  We will be discussing the pros and cons on several areas that decisions to be made before moving forward.  Public invited and encouraged to attend – especially those on Columbia Street.

 

Safety Committee:     Chris Heitkamp – absent

 

Economic Development Committee: Rob Rutledge  

 

All has been discussed – nothing more at this time.

 

Public Utilities Committee:   Steve Gehle

 

Nothing at this time.

 

Rules Committee:      John Dooley  

 

Stating again that we have a local community radio station that we have free access to get out public information.
