Council called to order by Mayor Amy Joseph, Tuesday, February 2, 2021

at 7:30 pm also on  Facebook live.

Motion Yoder.   Second Stepehson to accept the agenda as orders of the day.

The flashing stop ahead signs at 118/ 707 intersection have been installed 🙂

The Community greatly appreciates ODOT listening to the concerns of the community for a safer 118 / 707 intersection.

Village Administrator’s Report – Aaron Temple

Snow removal process would go much better if when measureable snow is predicted that residents would move cars off the streets.  Please and thank you.

The restroom updates have been completed except the urinals.   Some of the parts have been back ordered.    Many communities are doing the same project with Covid funds.

Residential survey has been completed we are at 55.63%  low to moderate income.  Final application will be completed in April.  We should hear results then mid summer.

New Zoning Ordinance almost completed.   Will be getting several copies for council to review.  180 pages.   Will mark pages with updates and major changes.

We will put the draft copy on the web site for residents to review. 

Pontsler – question about the handicap access to sidewalks not being cleared.   Some are but most are not.  

Businesses are in charge of clearing the snow away in front of their businesses. 

Reminder to Front street residents to let the water run — small stream to keep the water flowing …   Reason for Front street is that the road construction 10 years ago had some design issues and the water service lines where not placed in the ground far enough.   When there are extreme cold temps everything freezes up.   Most on Front Street are aware of this as stated has been going on for years.

Motion Heitkamp  to pay bills as submitted  – $ 17,934.94. Second Stephenson.        Now called for the question.  Heitkamp = y, Stephenson = y, Now = y, Yoder = y, Pontsler = y.  Passed 5 yes.

Motion Pontsler to approve the monthly financial reports.   Second Yoder.  Stephenson called for the question.  Pontsler = y, Yoder =  y, Stephenson = y, Now = y, Heitkamp = y.  Passed 5 yes.

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report, Bank reconciliation and comparison report for the water, sewer, and income tax.

Motion  Heitkamp to approve supplemental appropriations to date.  Second Pontsler.   Stephenson called for the question.   Heitkamp = y, Pontsler = y, Stephenson = y, Yoder = y, Now = y.  Passed 5 yes.

Motion Now to approve additional purchase orders.  Second Stephenson.  Pontsler called for the question.   Now = y, Stephenson = y, Pontsler = y, Yoder = y, Heitkamp = y.  Passed 5 yes.

Safety Committee:     Chris Heitkamp –  (Mr. President) – 

Several concerns – snow removal of sidewalks in the business area.  Some clean some not.      Businesses are responsible for cleaning their own sidewalks in front of their business.   Several of the businesses hire a local company clear the snow in parking lots and sidewalks. 

Another concern the stop sign at Market / West street….  People are running the stop sign.     The problem is when the police are present in the area everyone comes to a complete stop when there are no police in the area the stop sign is ignored.    We have stepped up coverage in that area but we can’t be present 24/7. 

If police are in the area and you run the stop sign you will be getting a ticket!

Economic Development Committee:  Brad Now –

Shanes Crossing Subdivision – Lots for sale – 20% discount/ build through – December 2021.   

WRKD – Wednesday night radio show might be on hold because of work schedule.   Will try to get more information on that.   The new computer and software has been purchased and will be getting installed.

Public Utilities Committee:   Luke Stephenson –

Concerns — Walnut Street – many cars jacked up.

State and Pearl –  rubbish  —- both of these types of items will be addressed in the new zoning ordinance.
