Council called to order by Mayor Amy Joseph, Tuesday, January 19, 2021

at 7:30 pm also on  Facebook live.

Motion Young.   Second Yoder to accept the agenda as orders of the day.

Tuesdays – Second Tuesday of Each Month – Dine at Motor Inn and 10% of your bill will be donated to the Parkway Music Boosters.

Lions club meetings will be held via Zoom through January.

Dog Tags available for purchase at the Village office until January 29th.

Cancer Association of Mercer County –   The CAMC has helped residents here in Rockford who have suffered from Cancer.   They are in the planning stages for Hopefest.     More information coming for ways you can support their Staycation/Vacation Raffle — donating items and/or purchasing tickets.      Rockford contact – Marge Gehle.

Income survey update –  197 OF 247

Village Administrator’s Report – Aaron Temple

Conduit done at subdivision – will need some warmer weather to install concrete for light pole and mail box. 

Float at WWTP Pond 1 – built and will be in the water by end of the week.

Street Lights — if you have problems please report the MVL number on the pole to the village office so it can get reported.

Community Building Lights — checked out – didn’t find any problems.  Will watch the situation.

Working on 2nd draft of zoning ordinance – 180 pages.  Will highlight changes and will need council review — for any other updates or changes.  

Ordered cold patch for pot holes and have used on Holly Lane — this is something new we are trying.  We will see if it works.  $45 / bag

Mayor – please check out the new playground area — the carpet seams not looking so good. 

Committee Reports

Finance Committee –  Shane Young

Safety Committee:     Chris Heitkamp –  (Mr. President) – 

Letter from Parkway Student regarding stop signs and street signs.   We have added some and replaced several.  Project will continue.  Chris to get with Aaron with specific intersections noted.

Economic Development Committee:  Brad Now –

Shanes Crossing Subdivision – Lots for sale – 20% discount/ build through – December 2021.   

Motion Stephenson to approve the WRKD By-Laws.  Only updates were the Board of Directors.   Second Heitkamp.  Young called for the question.   Stephenson = y, Heitkamp = y, Young = y, Yoder = y, Now = y.  Passed 5 yes.

WRKD updates  –   Began 2020 with balance of $3081 and ended with $9054.   6,000 + income from underwriting and donations.  The station will be putting together a Parkway Scholarship – $500 for further education – there will be consideration if a student is going into communications/ audio/ internet studies.

FCC license renewal from October – still in pending as they have stated they are behind schedule.

There will be a new program on Wednesdays – 6 – 8 pm – Conversations with Taylor. 

Planning to order new computers and a server so the radio information will all be held in one place and will free up space on the village server. 

Paid bills for streaming, broadcasting software, web site domain, and on air lights that will be automated.  

Future plans – painting and upkeep, new and improved sound panels and lighting.

Need to meet with Aaron regarding status on projects.
