Council called to order by Mayor Amy Joseph, Tuesday, July 6, 2021

at 7:30 pm also on Facebook live.

Motion Stepheson.   Second Yoder to accept the agenda as orders of the day.

Visitors to Address Council:

Kristi Schaefer brought concerns to council regarding Community Days.   Kristi feels there are some issues that need to be addressed – There are local groups that want to be involved but are turned away.   This should be Community Days not the Egbert Show.   The local community should have first priority on what food and events will be provided to the community.   Then outsiders can fill in the openings. 

Mayor’s Report and Correspondence: 

Rockford Community / Bicentennial Celebration —  success! — thank you to organizers, supporters, volunteers, generous donations and those that attended the event!

Community Announcements and events:

Tuesday – July 13th  – Brush Pick up

Lions Club events –

Rockford Car Show and Cruise in –  rescheduled to Saturday – August 28th registration begins at 4 pm (with approval of street closure coming up in agenda)

Quarter  Auction – rescheduled from 2020 – Sunday – September 12th –

Rockford Community Building

Chicken Dinner fundraiser for Parkway 8th grade – Washington DC Trip –

Saturday – October 16th. 

Village Administrator’s Report – Aaron Temple  – absent report by Mayor

Street Sweeper update – we may have located a unit that will fit in the budget.  Will know more information by the next meeting.

Pickle Ball Court update – Nets are up !  The fencing material is on order and should be here in the next couple weeks.   Village will install the fencing as the vendor has a full schedule.  We will proceed with the concrete and restroom work.  We are waiting on new backboard for the basketball hoops.

Subdivision lights and sidewalk update –  Work will resume on the subdivision when the work at park is completed.  Should be completed in mid August.

A few other items on the list – tree trimming, street sign repairs and replacements, and asphalt street repair and grading and adding stone to alleys.

Budget hearing – was held this evening at– 7:00 pm

Service Committee:   Greg Pontsler  –  absent.  Report by President Heitkamp

Park Board update –   will be hiring Bryan Poppe to clean Shane Hall and take care of the restrooms at the park.

Safety Committee:     Chris Heitkamp –  (Mr. President) – 

Nothing at this time. 

Economic Development Committee:  Brad Now –

Shanes Crossing Subdivision – Lots for sale – contact Tammy Cheek with Homes at Ohio’s Edge Realty

WRKD –   purchase an air conditioning unit.  Should be here 2 – 4 weeks.  Will trunk into the Village so we don’t need another compressor.  Will be repainting and getting new carpet.   Fall sports will ramping up soon !  

Public Utilities Committee:   Luke Stephenson –   

The Village of Rockford’s current electric aggregation program ends in August with Dynegy as the supplier.  The new contract will start in August and the new supplier and rate will be on your September utility bill.  The supplier is Energy Harbor and the rate will be $0.0477 until May 2024.  This is a lower rate than the current price of $0.0514.

Motion to appoint – Lisa  – for Public Records Training on behalf of the Mayor and Council– July 8th –training is online. 

ORDINANCE 03-21

AN ORDINANCE LEVYING ASSESSMENTS FOR UNPAID PROPERTY MAINTENANCE FEES, AND DECLARING AN EFFECTIVE DATE.

1st reading – 07/03/2021

Old Business:

Gehle – Will there be a wrap up meeting for Community Days.   Yes – once all the bills are here and paid. 

Schaffner – if the village will be pouring concrete don’t forget the pads for the 3 picnic tables.  

New Business:

4 Council seats will be on the November ballot.   The deadline for petition at the Board of Elections is August 4th at 4 pm.
