Mayor noted receipt and review of Mayors Court pay in,
bank reconciliation, and bank statement.

Village Administrator’s Report – Jeff Long
Mayor asked for Jeff to survey the village for weeds, junk, rubbish, etc. In conducting the survey there are 65 violations to our ordinance. 15 of those are the village responsibility and they will be addressed.
Jeff will be making contact with property owners via letters. We would like to get the properties cleaned up without having law enforcement involved. Reminder to residents that weeds should be no longer 8” tall. Several properties way over that limit. There are a couple of building / zoning violations to be taken care of also.
We are getting closer to celebrating our Bicentennial – 2020 – let’s clean up the town for our visitors next year and show pride in our community.
Park Board – will be purchasing another child play set – a revolution spinner. For children ages 2-12 – holds 10 at a time. Will be a nice addition.
We are continuing with the trailer park clean up – concrete has been going to Belna for crushing. We have sprayed weeds. We need to bulldoze the lot to level off. We will be hauling dirt from the race track area to the trailer park area to finish the project. This will then clean up the race track area.
Met with Access our engineering firm for our future projects. Looks like we will score best for a Franklin St / South St project. Street would be widened with curbs and sidewalks.
Discussed the Franklin to the school but that would be new expansion and not covered in grant funding. Possible a bike path or a golf cart path ? Would have to look into that suggestion.

Finance Committee – Steve Gehle
Motion Pontsler to pay bills as submitted – $17,976.00. Second Young. Now called for the question. Pontsler = y, Young = y, Now = yes. Gehle = y, Heitkamp = y. Passed 5 yes.

Service Committee: Greg Pontsler
Our community should be proud of our park system. Was there last week very nice and lots of people using the park – families and children. Baseball and softball done for this year. Rec Board does an excellent job of keeping activities going at the park. Soccer and flag football registrations are being accepted at this time.
Safety Committee: Chris Heitkamp
Motion Young. Second Gehle to rehire Steven Stose as part time patrolman. Pontsler called for the question. Young = y, Gehle = y, Pontsler = y, Now = y , Heitkmap = y. Passed 5 yes.
Economic Development Committee: Shane Young
More interest in subdivision – will speak to Tammy before the next meeting.
Fremont drive way expansion is underway.

ORDINANCE 02-19
AN ORDINANCE PROHIBITNG PEDDLING, SOLICITING, AND CANVASSING WITHIN THE VILLAGE OF ROCKFORD, OHIO AND DECLARING AN EFFECTIVE DATE.

Old Business:
At the November General Election there will be a Mayor Seat and (2) Council seats on the ballot. Residents interested in public service would need to contact the Board of Elections and get paperwork filed by the August 7th at 4 pm deadline.
More discussion on the noise issues in the village. We have several legal issues we can cite, but we would rather neighbors talk to neighbors. 4-wheeler drivers need to have drivers license. Residents should use common sense – after 10 pm use courtesy in outdoor activities.
If residents feel they have done the above and still have issues – please call the police when issues are occurring not several days later. If complaining several days later – it’s after the fact and not much can be done.
