Meeting Minutes: June 17, 2014

                        RECORD OF PROCEEDINGS:

 

Council called to order by Mayor Amy Joseph on

Tuesday, June 17, 2014 at 7:30 pm at the Rockford Village Hall.

 

Invocation was given by Gene Steiner

 

Pledge of Allegiance

 

Those present:  Gehle, Steiner, Fox, Pontsler, Dooley, Heitkamp

Also attending:  Jeff Long, Srgt Stetler, Robert Bruns, Jim Crocker and Amy K from the Daily Standard.

 

Motion Steiner.  Second Pontlser to accept the agenda as orders of the day. Gehle called for the question.   Steiner = y, Pontsler = y, Gehle = y, Fox = y, Dooley = y, Heitkamp = y.  Passed 6 yes.

 

Motion: Gehle.  Second Fox to accept the minutes from the

May 20 , 2014  council meetings as presented.  Dooley called for the question.

Visitors to Address Council:

 

Robert Bruns addressed council about the intersection at Franklin and Walnut.

People are taking the curve going over the speed limit and without a thought to someone that may be stopped at the stop sign or children walking to school.  This has been a dangerous intersection for years.   Suggestions are making the area a 4-way stop and painting a centerline.  The safety committee will be meeting on Monday July 30th at 6:30 pm to review and make recommendations at the next meeting.

 

Thank you Robert for attending the meeting and bringing this to council attention.

 

Mayor’s Report and Correspondence:

 

*  Official results of May 6 Election regarding levy – 73 Yes – 49 no

• Rockford Community Days Meeting –  June 19 at 7 pm @ Shanes Park.

(Thursday this week instead of Wednesday)

 

 

*  Summer Lunch in the Park program on Wednesdays from 11 – noon at Shanes Park

 

Village Administrator’s Report – Jeff Long

 

We had an inspection with the EPA today at the Wastewater Treatment Plant.  All is good.  We are good with time frame for upgrades.  They will be working with us so we can do this in an affordable way.

 

Sealing cracks with new machine is working great.  Material is going farther than first thought.   This will work to save our investment.

 

Ohio Department of Natural Resources grant project at Shanes Park.  We have $100,000 to expend by June 30th of 2015.  We will be working on cameras, lights, walk paths and diamond 5.  They have certain requirements and rules that will need to be followed.

 

Another project in the works will bring about other internet and phone options for the village and residents.

 

We are working on the three homes that need taken down.  We will be proceeding with the West St. Property.  Need to meet with Mayor.  We are in the second set of contacts in regards to the other two properties.   We must contact all involved before moving ahead.  We are doing everything by the book so there are no legal problems.  We will continue to work on cleaning up other areas as well.

 

Weekend of Community Days –  weather great and village looked very nice for our visitors.

 

Sidewalks to Dollar General – yes still on the to do list.

 

We have 1 student working through the Mercer County program that will be working for us this summer.

 

 

Committee Reports

 

Finance Committee –  Chris Heitkamp

 

Motion Dooley to pay the bills in the amount of $118,665.26. Second Fox.  Pontsler called for the question.  Dooley = y, Fox = y, Pontsler = y. Gehle = y, Steiner = y, Heitkamp = y.  Passed 6 yes.

 

Motion Pontsler.  Second Steiner to accept the mayors court pay in of $313.00.  Gehle called for the question.  Pontsler = y, Steiner = y, Gehle = y, Fox = y, Dooley = y, Heitkamp = y.  Passed 6 yes.

ORDINANCE 03-14

BUDGET INFORMATION REQUIRED BY THE COUNTY AUDITOR FOR CALENDAR YEAR 2015.

 

1st reading  – 06/17/14

 

 

Budget hearing – July 1st, 2014 @ 7:15 pm

 

2015 Annual Budget due to the Auditor’s office by July 18th.

 

 

Service Committee:   Greg Pontsler

 

Paved holes on Front Street and Frist St.  If there are other pot holes that need work, please report to the village office.

 

Park looking good.  Rockford Rec – games going full swing !

 

Volleyball – correction there are 8 teams.  They play on Sundays from 1 pm to 8 pm.

 

 

Safety Committee:     Gary Fox

 

July 1st will be the kick off date for training.  Gary will bring folder with information and check list.

 

 

 

Economic Development Committee:   Gene Steiner

 

The Ribbon Cutting for the Rockford Carry Out and Dining was held on Monday.  All good reports.   Meeting before council was more of a catch up meeting.

 

 

 

Public Utilities Committee:   Steve Gehle

 

ORDINANCE 02-14

AN ORDINANCE LEVYING ASSESSMENTS FOR DELINQUENT WATER BILLS AND DECLARING AND EFFECTIVE DATE.

Rules Committee:      John Dooley

 

Have had some complaints about noise ordinance.  We do have a barking dog ordinance – over 15 minutes considered disturbing the peace.  1st a warning then charged with violation.  $100 fine in mayors court.  This is the Ohio Basic Code information that we have adopted.  We will look into the decibels ordinance.

 

We need a way to put our ordinances on the web site so people can search words and find all the ordinances that pertain to a certain subject.

 

 

 

 

Old Business

 

Several stop signs need checked out yet.  State / Pearl St.

 

Jim Crocker gave an update on Rockford’s 101.3 WRKD radio station.  We are making progress.  We had a donation of over $3,000 in radio equipment from an Angola, Indiana radio station.  Jony D Images and Subway donated some banners and Dr. Lacuesta had donated a room air conditioner that was needed.  Bryan Stetler has joined the team and will be working on donations.  We are in need of the outside equipment antenna and an emergency broadcast equipment.  We are scheduled to visit several area organizations and will be looking at some bigger stations to see if they might have old equipment that could be re-tuned to the 101.3.  We are looking at a range of 18 miles in perfect conditions.   Council was invited to take a tour of the station after the meeting.
