Council called to order by Mayor Joseph on

Tuesday, March 19, 2019, at 7:30 pm at the Rockford Village Hall.

Motion Pontsler to pay bills as submitted – $ 77,229.33 – of that total $63,427.91 to Shinn Brothers for WWTP project. Second Heitkamp. Gehle called for the question. Pontsler = y, Heitkamp = y, Gehle = y, Now = y, Passed 4 yes.

 

Motion Pontsler to accept Mayors Court pay in – $111. Second Gehle. Heitkamp called for the question. Pontsler = y, Gehle = y, Heitkamp = y, Now = y. Passed 4 yes.

 

Motion to approve the monthly financial reports – * note additional report Supplemental to date and additional purchase orders.

 

Cash Summary by Fund, Appropriations report, Revenue Report,

Budget vs Actual activity report, Bank reconciliation and comparison report for the water, sewer, and income tax.

Letter from Steve Thompson resigning from the Zoning Board.

 

Motion Gehle to approve resignation. Second Heitkamp. Now called for the question. Gehle = y, Heitkamp = y, Now = y, Pontsler = y. Passed 4 yes.

 

We will need a replacement on the Zoning Board. Anyone that is interested should contact Jeff Long at the Village Office.

 

Shanes Park has received a donation from the Ms. Colette Dugan estate. We are thankful for this generous gift. (She was a graduate of Rockford HS in 1951).

Jeff will be working with several of the park organizations to use the funds for a permanent improvement.

 

 

Safety Committee:     Chris Heitkamp –

 

Economic Development Committee: Shane Young – absent

 

 

Public Utilities Committee:  Wilbur Fox – absent

 

Discussion regarding council meetings – once per month. 1st Tuesday of each month?   Council discussed and agreed that scheduling 2 a month is needed so that times when there are holidays and no quorums we are not going several months without meetings. Ordinances normally take 3 readings and this would slow the process down going to 1 meeting per month.

 

 

Rules Committee:   Brad Now

 

Limb pick up is resuming.   Would like for Lisa to add the actual date on the

Upcoming events for next pick up which will be April 9th.

 

Pontsler added that the trash cans at the park need to be emptied on a regular basis.

 

ORDINANCE 01-19

An ordinance approving, adopting and enacting American Legal Publishing Ohio Basic Code, 2019 edition, as the Code of Ordinances for the Municipality of Rockford, Ohio and declaring an emergency.

 

Motion Gehle to suspend the rules of 3 readings. Second Heitkamp. Pontsler called for the question. Gehle = y. Heitkamp = y, Pontsler = y, Now = y. Passed 4 yes.

Time to begin looking for maintenance person to replace Tom. Job description then place ad in the paper and on Facebook.

 

Discussed option of taking quotes for contract mowing.

 

 

Press release from Chief May:

 

Due to an invasion of “Turkey Buzzards” at the Parkway Football field. The Ohio Department of Natural resources has granted a hunting permit to the Parkway Local Schools. This permit will allow for the destruction of up to 5 Buzzards in the area. This will occur on March 23rd, 2019. Residence in the area are being notified that there will be gun shots. The Rockford Police will be in area to ensure safety and ask for cooperation of neighbors. All questions can be directed to the Rockford Police at 419.363.3032 opt #2.

 

Letter from Department of Commerce that all liquor permits in the Village are up for renewal. Note that council is ok with all permits and we have not had any problems to date.
