Council called to order by Mayor – Amy Joseph on March 21, 2023

at 7:30 pm.

Invocation –    Ron Searight

Those present:   Marcas Heitkamp, Ron Searight, Luke Stephenson,

Rick Shindeldecker, Mary Beougher, Chris Heitkamp.   

Also attending:   Ross Finke, Robbie Peel, Marge Gehle, Srgt Stetler,

Francis Schaffner, Chief May and Erin Gardner of the Daily Standard.

Motion Searight.  Second Beougher to accept the agenda as orders of the day

Village Administrator’s Report – Aaron Temple  –

Brush pick up will resume the 2nd Tuesday of each month.   If residents would rather not wait until then for pick up, you are welcome to bring brush up behind the shop area – North of the grass clipping area.   

Health insurance rates increased 8% for the renewal that begins May 1st

Pulled a high service pump for cleaning and inspection – results not good.  We will need to replace both pumps.   Order has been placed – should be here within 7 days.

Last fall we began some treatments on the wastewater lagoons – the process has helped but is not totally taking care of the problems.  Met with engineering and will be looking at another alternate method – hexagon balls that create a cover over the lagoon so that odors are not released.  Actual tarps cost 150% higher than this process.  We are also needing to install a headworks process at the lift station.  This will be a large project that would require financing.  We are in the beginnings of checking financing and getting some feedback from companies that are using the processes.

Next Thursday – will be meeting to discussing final financing requirements for Franklin St.    We will also be discussing final numbers for the subdivision.  Once we have the hard numbers we will be meeting with Tammy Cheek to come up with cost of lots for Phase 2.     We have 1 lot left in the 1st phase. 

Question —  Any new information on Business Park.   Haven’t heard from TWT in several months now.   The ball is in their court.  They have some property for sale next to the Dollar General area.

Bathrooms are now open at Shanes Park.

Service Committee:   Mary Beougher –

Mary – waiting to hear back from Vantage regarding the project at the park.  The bridge and gazebo may need some maintenance before getting recoated.

Safety Committee:     Chris Heitkamp

Planning tours of water / sewer plants when both schedules line up to meet.

Economic Development Committee:  Rick Shindeldecker

The RADC Committee will be holding a community economic development meeting on April 25th at 7 pm – at Shane Hall.   Included in the meeting will be Mercer County Economic Development, Representation from the Commissioners office, Council and local businesses.

Old Business:

2023 is an Election Year —   Mayor and 2 council seats.    If interested pick up petitions at the Board of Election with information on how to file to be on the ballot in November.     Deadline  –  August 9th at 4 pm.

Lights at the Community building – have been changed.  They now have motion sensors.

Park electronic sign — have received a quote for $5175.00 for upgrades and new software.

Light finally fixed at Franklin / Pearl St.

Received a call from a resident that had some meter work done last fall – needed the Village to come in and finish cleaning up the yard.   Resident very satisfied with finished yardwork.

New Business:

Question — what are we going to do with the old veterans banners than have been taken down ?    Ideas?  Will talk to Reed Shaffer from the Legion.
